Legalization for the United Arab Emirates (UAE)

In connection with the growing interest of Russian citizens in the United Arab Emirates as a residence country in recent years a need to legalize documents for UAE appeared.

Going to the United Arab Emirates for residence or employment you shall legalize your personal records. • - Certify the seal and the signature of the notary public in the Ministry of Justice of the Russian Federation

• - Certify the seal and the signature of the official in Consular Department of the Ministry of Foreign Affairs of the Russian Federation

• - Certify the signature of the official and the seal of Ministry of Foreign Affairs of the Russian Federation in the Consulate of the United Arab Emirates

This is the sequence of steps for legalization of all personal records EXCLUDING documents of higher education and post graduate education. The Consulate of the United Arab Emirates in Moscow requires presence of apostille stamps of originals of these documents or presentation of information confirming the fact of training and issue of the educational document (Archival letter from University). In this way you confirm the authenticity of the academic record or the diploma.

The United Arab Emirates became of interest for Russian companies as a country for extension and development of their business and opening new representative offices. So legalization of the constituent documents is also necessary for the United Arab Emirates.

There are a number of aspects that shall be kept in mind upon filing documents for consular legalization for the United Arab Emirates. The Consular Section of the UAE Embassy currently accepts documents with Arabic or English translation for legalization. Although, as noted above, the requirements to the language of translation change frequently. The UAE Embassy itself recommends translating into Arabic. You can do a translation into two languages, Arabic and English. UAE-based employers are often foreign companies that use mainly English. When legalizing a diploma of higher education, you will be required to provide an archival letter of verification from the university to confirm that the diploma holder has indeed studied at this university and received this diploma by decision of the examination board.

Usually, legalizing your diploma will be sufficient to obtain an employment visa, and you will not need to legalize the transcript thereto. However, some employers do require their future employees to provide transcripts to their diplomas legalized by the UAE Embassy, as well. It is impossible though to legalize a transcript to the diploma separately, without legalizing the diploma, since transcripts are not valid without the respective diplomas. Therefore, if you are not sure about your future employer’s requirements with regard to the transcript to the diploma, then we would recommend legalizing the transcript together with the diploma.

The one exception to that rule is when the original of the diploma or degree certificate bears the apostille of the Department of Education of the Russian Federation, which basically binds the diploma and the transcript thereto together as one document. In that case, the diploma and the transcript thereto will be legalized as a single document bound by the apostille. Another distinctive feature of consular legalization of diplomas for the United Arab Emirates is that you will be required to provide an archival letter of verification from the university to confirm that the diploma holder has indeed studied at and graduated from this university. You will not be required to provide such letter of verification in one case only – if the original of the diploma or degree certificate bears the apostille of the Department of Education of the Russian Federation, which confirms authenticity of such diploma. If for whatever reason you cannot receive such an archival letter, our company can get it for you by filing an official request to your university.

To have you diploma legalized by the Consular Section of the UAE Embassy, you will need to make a notarized copy of the diploma, translate it into Arabic or English, and have it stamped by the Ministry of Justice of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation and, finally, by the UAE Embassy.

The standard period of consular legalization of diplomas for the United Arab Emirates is three weeks.
