Apostille on documents issued by civil registry offices in Russia
The archive department of civil registry offices performs the duties of affixing an apostille seal/stamp on documents (birth certificate, change of name certificate, marriage certificate, certificate of dissolution of marriage, divorce certificate, death certificate, notifications, certificates, etc.) issued by civil registry offices in Russia. It should be borne in mind that an apostille on original documents of such is affixed on a territorial basis, i.e., at that federal subject of the Russian Federation, where the document was issued. If the certificate was issued in Moscow, the apostille is affixed at the archive and information department of civil registry offices located in Moscow; if the certificate was issued in Moscow Oblast, the apostille is affixed at the archive and information department of civil registry offices located in Moscow Oblast; if the certificate was issued in another locality, then the apostille is affixed at the archive department of civil registry offices in that locality.
So why is apostille affixed on such documents on a territorial basis? The answer is simple. Any apostille affixed on an original document issued by a civil registry office is certified using the seal/stamp of that civil registry office and the signature of the official issuing the document. Currently in Russia, there is no single database containing samples of seals/stamps and signatures of officials of civil registry offices. This information is stored only at local archive offices. For example, the archives and information department of civil registry offices in Moscow keeps samples of signatures of officials authorized to sign various certificates and samples of seals/stamps of all civil registry offices in Moscow, while the archives and information department of civil registry offices in Moscow Oblast keeps those of civil registry offices in Moscow Oblast.
